Manitoba Forced HIV Testing Law Based on Flawed Rationale
(Canadian HIV/AIDS Legal Network - Media Release April 16, 2008) Legislation introduced April 16, 2008 by the Manitoba Minister of Health to authorize the forced testing of people for HIV and other infections in situations of possible occupational and non-occupational exposure to blood or other bodily fluids is based on a flawed rationale and raises serious human rights concerns, said the Canadian HIV/AIDS Legal Network.

Airport guard resigns over Prince George HIV/AIDS incident
(CBC News, April 11, 2008) A security guard who delayed a WestJet flight over his fears about passengers with HIV/AIDS has resigned. Last month, members from an AIDS support group, Positive Living North, were travelling to Vancouver for a conference when they were delayed at the Prince George airport.
Their flight was held up after a private security guard expressed concern that members of the group might infect the crew and other passengers and called for a wipe-down of the plane. The WestJet pilot called the security guard's concerns ridiculous, apologized to the group and resumed normal operation of the flight after a one-hour delay.

Letters to Editor Respond to Opinion Piece Addressing AIDS Vaccine Research
(Kaiser Daily HIV/AIDS Report, April 7, 2008) The Baltimore Sun on Saturday published two letters to the editor written in response to a March 23 Sun opinion piece by Homayoon Khanlou and Michael Weinstein of the AIDS Healthcare Foundation. Khanlou and Weinstein wrote that the U.S. should invest in proven HIV/AIDS treatment, testing and prevention strategies and not in "expensive vaccine research that over 20 years has yielded little of promise other than discovering how not to make an AIDS vaccine."
According to the writers, the "fact remains" that after 20 years of research, a "vaccine against a retrovirus, the family of viruses HIV belongs to, has never been successfully developed." They added that it is "highly unlikely that there will be an AIDS vaccine -- certainly not by any current definition of the word."

On Earth Day, Africa Action Calls for U.S. to Support Sustainable Development
(Africa Action - Media Release, April 22, 2008) In recognition of Earth Day, Africa Action today released a new resource entitled A Strategy of Extraction examining the oil industry in Africa using the case study of Nigeria’s Niger Delta region. Because of poverty and geography, Africa will be disproportionately impacted by climate change. Africa Action urged leaders to prioritize sustainable, people-driven development in U.S.-Africa relations.

Independent Examines U.K. Insurers' Practices Regarding MSM, Risk of HIV
(Kaiser Daily HIV/AIDS Report, April 22, 2008) London's Independent on Saturday examined the practices of some insurance companies in the United Kingdom regarding men who have sex with men who are applying for policies for life insurance or major illnesses. According to the Independent, the Association of British Insurers in 2005 adopted guidelines on what questions insurers can ask applicants to assess their risk of HIV/AIDS and other health issues. However, a report by Compass, an independent financial adviser to MSM, found that insurers are still discriminating against MSM who apply for insurance.

The Alberta Community HIV Fund (ACHF) is a joint provincial, federal and community funding model that pools provincial and federal funding to support community-based HIV programming in Alberta. The Alberta Community HIV Fund is administered by the Alberta Community Council on HIV (ACCH). The ACHF Steward is employed by ACCH to manage and deliver the Alberta Community HIV Fund and reports to the Chair of ACCH.
